Abstract

Glavna tema rada je UEFA-ina regulacija financijskog poslovanja nogometnih klubova. Prikazuje se formalna organizacijska struktura u upravljanju nogometom. Iznose se razlozi donošenja UEFA-inih Pravilnika u pogledu financiranja klubova. U najdužem dijelu rada se opisuje UEFA-in Pravilnik o licenciranju i financijskoj održivosti. Detaljno se tumače odredbe oba djela Pravilnika. Opisuju se svi kriteriji koje klubovi moraju ispunjavati kako bi dobili licencu. Također, predstavljaju se zahtjevi koji klubovima određuju financijske granice poslovanja. Opisuje se Tijelo za financijsku kontrolu klubova te se pojašnjava se postupak pred njime. Također, prikazuju se dvije odluke Tijela za financijsku kontrolu klubova te jedna Sportskog arbitražnog suda. Na kraju se zauzima stajalište i daje mišljenje o učinku regulacije.

Abstract (english)

The main thesis is UEFA's regulation of the financing of football clubs. The formal organizational structure in football management and the reasons for the adoption of the UEFA Regulations regarding the financing of clubs are presented. The main part of the thesis describes UEFA's Club Licensing and Financial Sustainability Regulations. The provisions of both parts of the Regulation are interpreted in detail. All the criteria that clubs must meet in order to get a license are described. In addition, the requirements that determine the financial limits of the clubs' operations are presented. The Club Financial Control Body is described and the procedure before it is clarified. Furthermore, two decisions of the Club Financial Control Body and one of the Court of Arbitration for Sport are shown. At the end, a position is taken and an opinion is given on the effect of the regulation.
