Abstract | Sažetak
Cilj je ovog rada napraviti je kronološki pregled poslovanja građevinskog sektora u Republici Hrvatskoj od njene neovisnosti do danas.
Građenje je jedna od najstarijih grana ljudske djelatnosti. Građevinski sektor usko je povezan sa gospodarstvo tako da se usponi i padovi u ovom sektoru automatski reflektiraju na rast i pad gospodarstva u cjelini. Etape razvoja građevinskog sektora u Repubilici Hrvatskoj su;
1. Razdoblje od osamostaljenja do 2008. godine
2. Razdoblje obilježeno ekonomskom krizom
3. Razdoblje obilježeno ulaskom Republike Hrvatska u EU
4. Razdoblje obilježeno COVID-19 pandemijom I potresima
5. Razdoblje nakon COVID-19.
Prva etapa razvoja građevinskog sektora u Republici Hrvatskoj odnosi se na vremensko razdoblje od njena osamostaljenja do gospodarske krize koja je nastupila 2008. godine. Promatrano razdoblje zbog turbulentnosti možemo dodatno podijeliti na razdoblje konsolidacije te razdoblje ekspanzije. Zatim slijed razdoblje gospodarske krize koja se u građevinskom sektoru RH manifestirala kumulativnim padom aktivnosti, padom vrijednosti radova, relativnim smanjenjem broja zaposlenih te vrijednošću prijavljenih obveza u predstečajnim nagodbama. Ulaskom Republike Hrvatske u EU dolazi do promjene zakonodavnog okvira i otvaranja novih mogućnosti u razvoju gospodarstva, to ujedno znači i nove uvjete poslovanje za građevinski sektor ali i nova ograničenja. Slijedi razdoblje obilježeno COVID-19 pandemijom i potresima, u kojem je Republika Hrvatska bila suočena sa dvije međusobno kontradiktorne poteškoće. Pandemija COVID-19 tražila je zatvaranje i obustavu radova dok je s druge strane potres tražio hitne intervencije te saniranje objekata s omogućavanja nastavka koliko je moguće normalnog života ljudi potresom pogođenog područja. Nakon COVID-19 pandemije uslijedilo je razdoblje koje karakteriziraju radovi na obnovi od potresa, infrastrukturni projekti te velika potražnja na tržištu nekretnina.
Obzirom na prikazano u ovom radu, možemo zaključiti kako je ovaj sektor u Hrvatskoj prilično turbulentan te ne ostavlja dojam stabilnosti, sigurnosti i spremnosti na nove izazove. |
Abstract (english) | The aim of this paper is to provide a chronological overview of the operations of the construction sector in the Republic of Croatia from its independence to the present day.
Construction is one of the oldest branches of human activity. The construction sector is closely linked to the economy in such a way that the booms and downturns in this sector automatically reflect on the growth and decline of the economy as a whole. The stages of development of the construction sector in the Republic of Croatia are:
1. Period from independence to 2008.
2. Period marked by the economic crisis
3. Period marked by Croatia's accession to the EU
4. Period marked by the COVID-19 pandemic and earthquakes
5. Post-COVID-19 period
The first stage of development of the construction sector in the Republic of Croatia covers the time period from its independence up to the economic crisis that occurred in 2008. Due to its turbulence, this period can be further divided into a consolidation phase and an expansion phase. Then follows the period of the economic crisis, which in the construction sector of the Republic of Croatia was manifested by a cumulative decline in activity, a decrease in the value of works, a relative reduction in the number of employees, and the value of reported obligations in pre-bankruptcy settlements. With Croatia's accession to the EU, there was a change in the legislative framework and the opening of new opportunities for economic development, which simultaneously means new conditions for the operation of the construction sector but also new restrictions. This is followed by the period marked by the COVID-19 pandemic and earthquakes, during which the Republic of Croatia faced two mutually contradictory challenges. The COVID-19 pandemic required the closure and suspension of works, while on the other hand, the earthquakes demanded urgent interventions and the restoration of structures to enable, as much as possible, normal life for people in the affected areas. After the COVID-19 pandemic, a period ensued characterized by post-earthquake restoration, infrastructure projects, and a high demand in the real estate market.
Based on the presentation in this paper, we can conclude that this sector in Croatia is quite turbulent and does not convey a sense of stability, security, and readiness for new challenges. |
