Abstract

Hrvatski parlamentarni sustav je za državu koja je stara svega 32 godine, razvila specifičan parlamentarni sustav od početka prvih slobodnih izbora koji su krenuli 1990. godine tzv. pretkonstitutivni izbori. Hrvatska je u svojoj relativno kratkoj povijesti modernog parlamentarizma imala i polupredsjendički sustav te parlamentarni sustav. Iako je već stasala kao moderna europska država, posotji još neki prijepori u hrvatskom parlamentarizmu od kojih se najvišu ističu problemi izbornih jedinica te kakva treba biti uloga predsjednika. U radu se stoga razlažu temeljne značajke hrvatskog parlamentarnog sustava ali ne kroz tehničku stranu nego kroz prikaz važnosti parlamenta u hrvatskom narodu tijekom povijesti te na koji način se nakon uspostave demokraciji odvijali izbori za parlament.

Abstract (english)

The Croatian parliamentary system, for a country that is only 32 years old, has developed a specific parliamentary system since the beginning of the first free elections that started in 1990, the so-called pre-constitutional elections. In its relatively short history of modern parliamentarism, Croatia had both a semi-presidential system and a parliamentary system. Although it has already matured as a modern European state, there are still some controversies in Croatian parliamentarism, the most prominent of which are the problems of electoral units and what should be the role of the president. The paper therefore explains the fundamental features of the Croatian parliamentary system, but not through the technical side, but through the presentation of the importance of the parliament in the Croatian people throughout history and how the parliamentary elections were conducted after the establishment of democracy.
