Abstract

Kroz povijest, kako su se razvijale države tako su se razvijale i njihove javne uprave te uloge građana u odnosu prema upravi. Odnos građana i uprave prošao je kroz određene faze, od faze podanika u 17. stoljeću do faze poduzetnika koja traje i danas. Unatoč konceptima u odnosima uprave i građana i instrumentima jačanja položaja građana prema upravi kojima se održava njihov odnos te razvoju tehnologije i digitalizaciji uprave, odnos između građana i uprave nije najbolji. Uporaba umjetne inteligencije potencijalno je rješenje za poboljšanje odnosa građana i uprave te vraćanje izgubljenog povjerenja građana u upravu. Upravo je tema ovog rada uloga umjetne inteligencije u odnosu građana i uprave, a cilj rada je opisati kako umjetna inteligencija može pomoći u poboljšanju rada uprave, kako može pomoći građanima u korištenju javnih usluga, dati dobar primjer potencijalnog korištenja umjetne inteligencije u dijelu lokalne samouprave u Hrvatskoj te promotriti ulogu umjetne inteligencije u poboljšanju odnosa građana i uprave.

Abstract (english)

Throughout history, as states developed, so did their public administrations and the roles of citizens in relation to the administration. The relation between citizens and administration went through certain stages, from the stage of subjects in the 17th century to the stage of entrepreneurs that continues today. Despite the concepts in relations between the administration and citizens and the instruments for strengthening the position of citizens towards the administration, which maintain their relationship, as well as the development of technology and digitalization of the administration, the relationship between citizens and the administration is not the best. The use of artificial intelligence is a potential solution for improving the relationship between citizens and the administration and restoring the lost trust of citizens in the administration. The topic of this paper is the role of artificial intelligence in the relation between citizens and the administration, and the aim of the paper is to describe how artificial intelligence can help improve the work of the administration, how it can help citizens in using public services, to give a good example of the potential use of artificial intelligence in local self-government in Croatia and examine the role of artificial intelligence in improving relations between citizens and administration.
