Abstract
Koncept bolje regulacije je termin nastao u okviru OECD-a i Europske unije. Nastala je iz potrebe za učinkovitijim, transparentnijim te kvalitetnijim donošenjem politika i programa koji su usmjereni prema korisnicima, a u obzir uzimaju i aktualna globalna zbivanja kao što su u posljednje vrijeme epidemija, migracijska kriza te geopolitička zbivanja. Bolja regulacija se provodi u nekoliko faza u svim državama članicama ali uz određen stupanj samostalnosti. Instrumenti bolje regulacije su: procjena učinaka propisa, javne konzultacije i upravna simplifikacija. U radu je opisan povijesni kontekst nastanka bolje regulacije, instrumenti bolje regulacije na razini Europske unije te njihova primjena u Republici Hrvatskoj.
Abstract (english)
The concept of Better Regulation is a term created by the OECD and the European Union. It emerged from the need for more efficient, transparent and quality policy-making and user-oriented programmes, taking into account current global developments such as the recent epidemic, the migration crisis and geopolitical developments. Better Regulation is implemented in several stages in all Member states but with a degree of autonomy. Instruments of Better Regulation are: regulatory impact assessment, public consultation process and administrative simplification. The paper describes the historical context of the emergence of Better Regulation, instruments of Better Regulation at the EU level and their application in the Republic of Croatia.
