Abstract

Instrumenti bolje regulacije u hrvatski pravni sustav uvedeni su usporedno s pristupanjem EU. Prihvaćanje pravne stečevine Europske unije i usklađivanje zakonodavstva uvjet je za pristupanje svim potencijalnim članicama. Tijekom procesa pristupanja u hrvatsko zakonodavstvo uvedeni su instrumenti bolje regulacije koji su nastali u procesu regulatorne reforme koja je započela i koja se provodi u EU. Od početka primjene učinjen je napredak na području upravnog pojednostavljenja, procjene učinka pripisa i savjetovanja s javnošću. No, potrebno je i dalje ulagati velike napore u unapređenje i u što kvalitetniju implementaciju instrumenata bolje regulacije.

Abstract (english)

The instruments of better regulation were implemented into the Croatian legal system in parallel with the accession to the European Union. Acceptance of the Europen Union acquis and harmonization of legislation is a condition for accession to all potential members. During the process of accession, instruments of better regulation were implemented into the Croatian legislation, instruments were created in the process of regulatory reform that started and is being implemented in the EU. Since the beginning of the implementation, progress has been made in the field of administration simplifications, regulatory impact assessment and public consultation. But it is still necessary invest great efforts in the improvement and in better implementation of the instruments regulation.
