Abstract

Demografske promjene, odnosno starenje stanovništva najznačajniji je trend posljednjih nekoliko desetljeća u gotovo svim europskim zemljama, pa tako i u Hrvatskoj, gdje je procjena udjela osoba starijih od 65 godina u ukupnom stanovništvu 2018. godine iznosila je 20,37%. Osim u Hrvatskoj, starenje stanovništva postaje jedan od većih problema i u Europi, što ukazuje na velike demografske promjene i procese ukupnog starenja populacije. Tim procesom su zahvaćene i europske zemlje poput: Italije, Poljske i Njemačke. Starenje populacije ukazuje na značajnu i rastuću potrebu za skrbi. Analiza trendova u skrbi za starije osobe u europskim zemljama, te u Hrvatskoj, ukazuje na promoviranje zdravog i aktivnog starenja. Kvalitetna skrb za starije i nemoćne jedan je od rastućih problema današnjice. Zbog toga se politike skrbi u europskim zemljama sve više usmjeravaju na sistem pružanja pomoći u kući. Na taj način se nastoji starije osobe što duže zadržati u njihovom domu te se odgađa, koliko je to moguće, smještaj u institucije. Zajednička strategija za većinu politika skrbi za stare i nemoćne osobe u europskim zemljama podrazumijeva jačanje skrbi zajednice. Briga i skrb o starijim i nemoćnim osobama odvija se kroz implementaciju različitih politika, strategija i programa, a to se sve treba odvijati kroz programe na nacionalnoj, područnoj ili lokalnoj razini. Potrebno je utjecati na razvoj, odnosno unapređivanje socijalnih usluga i modela skrbi za starije i nemoćne, te na taj način poboljšati konstantno napredovanje i razvijanje tog sustava i usluga koje se u tom sustavu pružaju.

Abstract (english)

Demographic changes, i.e. population aging is the most significant trend of the last few decades in almost all European countries, including Croatia, where the declared share of people over 65 in the total population in 2018 was 20.37%. In addition, in Europe, the aging population remains one of the major problems in Europe, which shows big demographic changes and an overall increase in population aging. European countries such as Italy, Poland and Germany were affected by that process. The aging of the population indicates a significant and growing need for care. Analysis of trends in care for the elderly in European countries and in Croatia, indicates the promotion of healthy and active aging. Quality care for the elderly and weak is one of the growing problems of today. This is why policies in European countries are increasingly focused on the home help system. In this way, efforts are made to keep the elderly in their homes for as long as possible and to delay accommodation in institutions as far as possible. A common strategy for most care policies for the elderly and weak in European countries involves strengthening the community. Protection and care for the elderly and weak it is happening through the implementation of various policies, strategies and programs, and that should be developed through programs at the national, regional or local level. It is necessary to influence the development, ie the improvement of social services and models of care for the elderly and weak, and thus improve the constant progress and development of this system and the services provided in that system.
