Abstract | U suvremenom smislu sve se više radi na reformi javne uprave u kojoj svaki građanin ima pravo na dobru javnu upravu, na djelotvornu i efikasnu javnu upravu koja pruža usluge brzo, pouzdano te je prilagodljiva izazovima.
Za rad u upravi pojedinci koji rade su većinom profesionalci, oni rade za plaću koja je temelj njihove materijalne egzistencije pa je izazov za javnu upravu sve više na pronalaženju i zadržavanju visoko kompetentnih i motiviranih službenika koji su zadovoljni službom, učinkoviti su te motivirani za rad.
U javnoj upravi trebaju se poštivati tradicionalne i nove vrijednosti uz načela zakonitosti, odgovornosti, dobre uprave, otvorenosti, efektivnosti itd. jer javna uprava treba biti sređena, dokumentirana, nepristrana, etična, stučna, profesionalna i efikasna.
Svakako je u cilju omogućiti daljnju transformaciju hrvatske javne uprave u modernu, visoko profesionaliziranu, učinkovitu i transparentnu javnu upravu, prilagođenu potrebama društva i građana, uz snažniju primjenu načela dobrog upravljanja u svim tijelima javne uprave.
Obzirom na sveprisutni problem zapošljavanja povezan sa visinom plaća u sustavu, ključni element reforme javne uprave koji treba doprinijeti povećanju učinkovitosti u razvoju javne uprave upravo je razvoj potencijala službenika koji će omogućiti profesionalizaciju, biti u stanju privući i zadržati kompetentne stručnjake te im ponuditi poželjno radno mjesti i kontinuirano usavršavanje. |
Abstract (english) | In the modern sense, more and more work is being done on the reform of public administration in which every citizen has the right to good public administration, to effective and efficient public administration that provides services quickly, reliably and is adaptable to challenges.
The individuals who work in administration are mostly professionals, they work for a salary that is the basis of their material existence, so the challenge for public administration is increasingly to find and retain highly competent and motivated officials who are satisfied with the administration, are efficient and motivated to work.
In public administration, traditional and new values should be respected along with the principles of legality, responsibility, good governance, openness, effectiveness, etc., because public administration should be orderly, documented, impartial, ethical, expert, professional and efficient.
Certainly the goal is to enable the further transformation of Croatian public administration into a modern, highly professionalized, efficient and transparent public administration, adapted to the needs of society and citizens, with a stronger application of the principles of good governance in all public administration bodies.
Considering the ubiquitous employment problem associated with the level of wages in the system, the key element of public administration reform that should contribute to increasing efficiency in the development of public administration is precisely the development of the potencial of officials that will enable professionalization, be able to attract and retain competent experts and offer them desirable jobs and continuous improvement. |
