Abstract

Najvažnije i najbolje okruženje za djetetov rast i razvoj je obitelj. Ipak sva djeca ne odrastaju u svojoj obitelji zbog raznih otegotnih čimbenika. Ako neka djeca nemaju mogućnost stabilnog i podržavajućeg rasta i razvoja u svojoj obitelji tada država kroz sustav socijalne skrbi osigurava brigu i skrb kroz alternativne oblike smještaja. Briga o djeci bez odgovarajuće roditeljske skrbi osigurava se djeci bez roditelja, djeci čiji se roditelji ne mogu trenutno ili dugoročno brinuti o njima te zlostavljanoj djeci. U Republici Hrvatskoj država je dužna pomoći roditeljima u izvršavanju roditeljske uloge s ciljem zadržavanja djeteta u za njega prirodnom, obiteljskom okruženju. Ako takva mogućnost ne postoji, temeljem Obiteljskog zakona i Zakona o socijalnoj skrbi dijete se izdvaja iz obitelji te mu se osigurava optimalan oblik alternativne skrbi. U Hrvatskoj postoje različiti oblici smještaja za djecu bez odgovarajuće roditeljske skrbi poput dječjih domova, domova obiteljskog tipa ili udomiteljskih obitelji. Sustav brige o djeci teži većoj deinstitucionalizaciji te se preferiraju rješenja alternativnih oblika smještaja koji odgovaraju potrebama i razvojnim zahtjevima djece koja se izdvajaju iz svojih primarnih obitelji. Značajnu ulogu u tom procesu imaju socijalni radnici koji temeljem ovlasti vode slučaj s fokusom na procjenu rizika i osiguravanje dobrobiti djeteta.

Abstract (english)

The most important and best environment for a child's growth and development is the family. However, not all children grow up in their family due to various aggravating factors. If some children do not have the possibility of stable and supportive growth and development in their family, then the state through the social welfare system provides care through alternative forms of accommodation. Care for children without adequate parental care is provided to children without parents, children whose parents cannot take care of them at the moment or in the long term, and abused children. In the Republic of Croatia, the state is obliged to help parents fulfill their parental role with the aim of keeping the child in a natural, family environment. If such a possibility does not exist, based on the Family Law and the Social Welfare Law, the child is separated from the family and is provided with an optimal form of alternative care. In Croatia, there are different forms of accommodation for children without adequate parental care, such as children's homes, family-type homes or foster families. The child care system tends to be more deinstitutionalized, and solutions of alternative forms of accommodation are preferred that correspond to the needs and developmental requirements of children who are separated from their primary families. A significant role in this process is played by social workers who, based on their authority, manage the case with a focus on risk assessment and ensuring the well-being of the child.
