Abstract

Osobe s intelektualnim teškoćama kao jedna od ranjivih skupina, nalaze se u svakodnevnom riziku od kršenja njihovih ljudskih prava. Različiti pristupi invaliditetu kroz povijest mogu se promatrati kroz proces deinstitucionalizacije i ostvarenja prava na život u zajednici. Od institucionalizacije, koja je predstavljala glavni oblik skrbi osoba s intelektualnim teškoćama, prihvaćanjem Konvencije o pravima osoba s invaliditetom započinje izlazak osoba s intelektualnim teškoćama iz institucija i njihovo uključivanje u život zajednice, poštujući pritom njihova prava na izbor i samoodređenje. Uz sam proces deinstitucionalizacije, važno je osigurati podršku te razvoj usluga u zajednici koje će pomoći osobama s intelektualnim teškoćama da u potpunosti uživaju svoja prava.

Abstract (english)

People with intellectual disabilities, as one of the most vulnerable groups, are at daily risk of violation of their human rights. Different approaches to disability throughout history can be observed through the process of deinstitutionalization and the realization of the right to community living. From institutionalization, which was the main form of care for people with intellectual disabilities, with the adoption of the Convention on the Rights of Persons with Disabilities begins the exit of people with intellectual disabilities from institutions and their inclusion in community life, while respecting their rights to choice and self-determination. In addition to the deinstitutionalization process itself, it is important to provide support and the development of community-based services that will help people with intellectual disabilities to fully enjoy their rights.
