Abstract

Djeca s teškoćama u razvoju rađaju se sa slobodama i pravima koja pripadaju svim ljudskim bićima. Rad se bavi postupkom vještačenja djece s teškoćama u razvoju. Riječ je o postupku na temelju kojeg djeca ostvaruju prava iz različitih sustava. Vještačenje djece s teškoćama u razvoju daje stručan i detaljan uvid u stupanj tjelesnog oštećenja djeteta i njegovih funkcionalnih sposobnosti. Za djecu nalaz i mišljenje postupka vještaćenja nisu konačni, te se isti postupak ponavlja kao kontrolni pregled zbog njihove kronološke dobi i mogućeg prevladavanja razvojnih teškoća u nadi za što bolje funkcioniranje djeteta u budućnosti. Vještačenje je jedan od koraka u poboljšavanju njihove kvalitete života i prevladavanju slabijih početnih šansi. Cilj ovog rada je dati pregled i predstaviti važnost postupka vještačenja djece s teškoćama u razvoju pomoću postojećih značajnih dokumenata, strategija, zakonodavnog okvira te istraživanja provedenog metodom polustrukturiranog intervjua za potrebe izrade ovog rada.
Na temelju dobivenih spoznaja moguće je zaključiti mnogostruke promjene. To su unapređenje sustava vještačenja donošenjem novih zakonskih regulativa, donošenje standardizirane liste tjelesnih oštećenja i funkcionalnih sposobnosti, edukacija stručnjaka koji provode postupak vještačenja. Dobiveni uvid u cijeli postupak jasno upućuje na daljnje potrebe poboljšanja u pogledu povećanja transparentnosti, umreženosti institucija, boljeg protoka informacija što bi značajno ubrzalo cijeli postupak vještačenja.

Abstract (english)

Children with disabilities are born with the freedoms and rights that belong to all human beings. The paper deals with the procedure of expertise of children with disabilities. It is a procedure based on which children exercise their rights from different systems. The expertise of children with disabilities provides professional and detailed insight into the degree of physical impairment of the child and his functional abilities. For children, the findings and opinion of the expert examination procedure are not final, and the same procedure is repeated as a control examination due to their chronological age and possible overcoming of developmental difficulties in the hope of better functioning of the child in the future. Expertise is one of the steps in improving their quality of life and overcoming weaker initial chances. The aim of this paper is to give an overview and present the importance of the expertise procedure for children with disabilities using existing relevant documents, strategies, legislative framework and research conducted by the method of semi-structured interview for the purposes of this paper.
Based on the acquired knowledge, it is possible to conclude multiple changes. These are the improvement of the expertise system by adopting new legal regulations, the adoption of a standardized list of physical impairments and functional abilities, and the education of experts who carry out the expertise procedure. The obtained insight into the whole procedure clearly indicates further needs for improvement in terms of increasing transparency, networking of institutions, better flow of information, which would significantly speed up the whole process of expertise.
