Abstract

Udio osoba starije životne dobi u ukupnoj populaciji u stalnom je rastu, a starenje je proces koji sa sobom nosi promjene u funkciji dobi (Despot Lučanin, 2022. ). S obzirom na to potrebno je imati prilagođen cjelokupni sustav socijalne skrbi za starije osobe. Dugotrajna skrb za starije jedan je od dijelova toga sustava koji čini tu cjelinu, te je trenutno sveprisutni problem s kojim se susreću socijalni sustavi gotovo svih razvijenih zemalja. Sve države nemaju razvijen sustav dugotrajne zaštite na jednak način, te se ona može razlikovati i u različitim regijama pojedine države. Cilj rada je analizirati obilježja sustava dugotrajne skrbi za starije osobe obzirom na različite socijalne režime. U radu se uspoređuju slučajevi Njemačke, Ujedinjenog Kraljevstva, Švedske i Češke kao četiri predstavnice socijalnih režima. Režim socijalne skrbi u socijaldemokratskoj socijalnoj državi Švedskoj orijentiran je na socijalne usluge, dok Njemačka, kao konzervativno-korporativistička socijalna država, ima režim socijalne skrbi temelj na supsidijarnost. U Češkoj, kao postkomunističkoj zemlji, briga često ostaje odgovornost obitelji, a sam sustav je fragmentiran i slabo razvijen. Ujedinjeno Kraljevstvo je liberalan tip socijalne države i ima režim skrbi orijentiran na potrebe. Na temelju iznesenih demografskih trendova i projekcija može se zaključiti da će se navedene države i u budućnosti nastaviti suočavati s demografskim starenjem stanovništva, te s obzirom na taj trend i promjenama koje dolaze sa starošću i ovisnosti o skrbi koju one mogu izazvati, važno je prilagoditi sustav dugotrajne skrbi za starije.

Abstract (english)

The share of elderly people in the total population is constantly growing, and aging is a process that brings with it changes in the function of age (Despot Lučanin, 2022.). In view of this, it is necessary to have an adapted overall system of social care for the elderly. Long-term care for the elderly is one of the parts of the system that makes up the whole, and it is a ubiquitous problem faced by the social systems of almost all developed countries. Not all countries have a developed system of long-term protection in the same way, and it can differ in different regions of an individual country. The aim of the paper is to analyze the features of the long-term care system for the elderly with regard to different social regimes. The paper compares the cases of Germany, the United Kingdom, Sweden and the Czech Republic as four representative social regimes. The social welfare regime in the social democratic welfare state of Sweden is oriented towards social services, while Germany, as a conservative-corporatist welfare state, has a social welfare regime based on subsidiarity. In the Czech Republic, as a post-communist country, care often remains the responsibility of the family, and the system itself is fragmented and poorly developed. The UK is a liberal type of welfare state and has a needs-based care regime. Based on the presented demographic trends and projections, it can be concluded that the mentioned countries will continue to face the demographic aging of the population in the future, and considering this trend and the changes that come with old age and the dependence on care that they can cause, it is important to adjust the system of long-term care for the elderly.
