Abstract

U radu se objašnjava siromaštvo i svi problemi koji iz njega proizlaze. Kako bismo lakše razumjeli pojam siromaštva prikazane su teorije siromaštva, čimbenici koji dovode do siromaštva kao i njegove posljedice, ali i stanje u Hrvatskoj. Prikazane su i osobe u posebnom riziku od siromaštva, s time da je fokus na osobama s invaliditetom i problemima s kojima se susreću. Navodi se i socijalna isključenost tih osoba kao prepreka pristupa mnogim uslugama. No, kao izvor pomoći za one osobe koje, zbog svojih poteškoća, nisu u stanju zadovoljiti svoje potrebe, navode se prava i usluge iz sustava socijalne skrbi na koja imaju pravo prema Zakonu o socijalnoj skrbi. Na kraju su prikazane i Strategije za ublažavanje siromaštva koje se odnose isključivo na osobe s invaliditetom kao način borbe protiv siromaštva, ali i socijalne isključenosti.

Abstract (english)

The paper explains poverty and all the problems that arise from it. To help us understand the concept of poverty, the theories of poverty, the factors that lead to poverty and its consequences, as well as the situation in Croatia, are presented. Persons at particular risk of poverty are also shown, whit a focus on people whit disabilities and the problems they face. The social exclusion of these persons is also cited as an obstacle to access to many services. However, as a source of assistance for those persons who, due to their difficulties, are unable to meet their needs, the right and services from the social welfare system to which they are entitled under the Social Welfare Act are cited. Finally, the Poverty Reduction Strategies, which focus exclusively on persons whit disabilities, are presented as a way of combating poverty and social exclusion.
